Abstract:With the rapid development of mobile communication services and the growing popularity of mobile phone, SMS has become an indispensable part of daily life. Although short messages bring convenience to the public, the accompanying spam messages has brought a lot of troubles to the public. Not only affect the daily life of people, disrupt the order of communication market, but also bring bad influence to society. Therefore, the management of spam messages has become an important social problem. How to combine the related theory of public management to promote the effectiveness of governance in the existing governance mode has become an important topic in practice.Through either synthetically used the research theories and methods from the public governance, ethics of public administration, law and other disciplines, combined with the practice experience of routine work, or used empirical analysis and synthesis methods. Based on a review of related domestic and foreign research present situation of spam text messages management, this paper tries to describe the spam text messages from perspectives of definition, classification and characteristics, first discussed the characteristics of spam text messages are integrated to its definition. Furthermore, by summing up both foreign and domestic advanced experiences as well as analyzing of the current situation of spam message management, the authors point out that there are four major problems to be addressed, including the national legislation is not perfect, do not pay attention to the protection of personal information, not occupation ethics operators, the government governance is not enough. In order to achieve the above four objectives, four corresponding optimized measures are put forwarded. They are perfect the short message service legislation、optimize the internal management of enterprises、mobile phone users self-discipline and strengthen publicity and build a good message culture。...
