| :With the continuous globalization of market and production activities, a research hotspot in recent years is to explore industry cluster (Industrial Clusters), particularly in developing countries, as a regional production system how to improve the competitiveness in the international division of labor, then improve its value to embed into Global Value Chain (Global Value Chains, GVC). One path is to grasp the direction of the evolution of global value chain and the upgrading of industrial cluster through research their coupling relationship.This paper, based on the perspective of Governance, innovatively put forward an analysis framework of "Dual Governance (Dual Governance)", to research the coupling relationship between industry cluster and the global value chain."Dual governance" refers to mutual influence and interaction between the cluster governance and the governance of global value chain, with the perspective of industrial cluster governance model to inspect the combinations of system coupling and dynamic coupling and possible results between industrial clusters and global value chains. Under the analysis framework of "dual governance", this paper put forward9coupled conditions, and analyzed the static coupling relationship between industrial cluster and global value chains with three aspects, including the power sources, interaction process, the value of checks and balances. At the same time, based on two kinds of evolution path analysis for global value chain, explored the power restriction between global value chain and industrial cluster, and the revelation of the regional economic development on the process of dynamic coupling.On the basis of theoretical analysis, this paper applied theoretical framework in the case analysis, selected the Changzhutan engineering machinery industry cluster which the governance mode evolution is happening as a case study, through analyzed the depth of its "dual control" to understand the economic governance and coordination process for product production and configuration activities in different areas (local and global), and put forward the related globalization strategy. |
