Research On Entry And Exit Mechanisms Of Chinese Indemnificatory Housing

With over thirty years of reforming and opening-up, the economy of our country has maintained a rapid and stable growing momentum for a long time, and the housing conditions of the residents have been improved greatly.However, in recent years, with the rising of the prices of commercial housing, the housing difficulties, educating difficulties and medical caring difficulties have constituted the three people’s livelihood issues in China, and it affects the general low income families. The Communist Party of China always pay attention to ensure and improve people’s livelihood, and the Party and the government rein in housing prices, promote the development of the real estate industry, adopt the system of affordable housing, construct the public housing vigorously and solve the problem of the housing difficulties of low-income families in town. Among them, the access and exit mechanism are the keys of the fair and reasonable allocation of affordable housing.The access and exit mechanism is a sum of a series of dynamic process that the government constructs and offers a variety of forms of affordable housing, and the residents apply to related administrative departments under the standard requirement of the affordable housing, relevant departments screen the residents that applied for through the policy review system, then they offer the affordable housing for people who match the requirements and screen or refuse the people who do not match the requirements.Firstly, from the concept of access and exit mechanism of affordable housing, the thesis interprets theoretically the access and exit mechanism from the different points of views of the basic requirements, fair and efficiency and government and market.Secondly, the thesis narrates the current situation of the access and exit mechanism of affordable housing in our country, and the Y country that more developed economy in Henan Province as an example, it sums up the relevant practice and unreasonable phenomenon of the access and exit mechanism in Y country of Henan Province since1997with the increasing input of the government.Lastly, comparing with the successful experience of Hong Kong and foreign developed countries in the access and exit mechanism, and on the basis of combining the situation of our country, the thesis puts forward the developing trend of the access and exit mechanism and some problems that should be paid attention to--to speed up the legislation, to set up a unified and authoritative management department of access and exit mechanism, to expand the access to affordable housing standards, to set up multi-level affordable housing system, to establish a scientific standard of income line divided, to define the access objects, to improve the access and exit mechanism of the regulatory system and to increase the intensity of rewards and punishments.
