It is imperative to design the eco-industrial chain and establish the eco-industrialpark (EIP) for steel-slag because of the huge output, complex composition anddefective traditional industrial chain of the steel-slag.The EIP constructing theories are summarized in this paper, which includingsustainable development theory, cleaner production theory, circular economy theory,ecological theory, industrial ecology theory and system engineering theory. It takesthree steps to establish the Steel-slag EIP, which including tracking the footprint ofiron and carbon, cleaner production and designing eco-industrial chains and groups.As an example, the steel-slag production line with annual output of1800tons ina metal factory has been studied. Case study shows that it is a feasible approach toestablish the Steel-slag EIP by combining seven theories, using the resourcesconsumption decrease, the waste output decrease and the waste recycling as core, andaiming at comprehensive control of the waste. The processing and utilization ofsteel-slag in the Steel-slag EIP can meet the requirements of cleaner production. Thedischarge of wastewater will reduce to1.5m3, the dust emission reduce to0.009kg andthe recycle utilization rate of sludge increase to100%when one ton steel-slag isprocessed and utilized. The rate of multipurpose utilization of the steel-slag will riseto80%and the carbon emission reduction increase to3.6×105t CO2. The economicbenefit of120million and eco-environmental benefit of47.235million can be got inthe metal factory.
