The Path Of Rural Financial Reform Under The Backgroud Of The Urbanization In Henan Province

Urbanization is the key step to balance the development of both the urban and rural areas, as well as thefundamental method to solve the "three rural issues" and "dual structure", which hinder the healthydevelopment of economy in Henan province in a long period. It is vital for the realization ofindustrialization, the mutual promotion and coordination between the modernization of agriculture anditself, and the acceleration of economic development transformation mode.According to the tentative idea of "the Twelfth Five-year Plan" in Henan Province, the urbanization ratewould reach48%in2015. The infrastructure construction, the public service supply and the transfer ofrural labor force, which is aroused by the increase of urbanization rate, will contribute to a huge demand forfunds. Rural financial industry should give full play to its financing function and advantages to promote theprocess of urbanization. However, taking the unperfect finance mechanism of rural and town regional, therelative lack of financial support, as well as the relevant system lags behind reality and the other problemsinto consideration, the urbanization in Henan Province will be confronted with serious financial constraints.Therefore, the pressing matter is to build and improve the rural financial service system, taking thepromotion of the agriculture modernization as the carrier, in order to promote the urbanizationconstruction, to perfect urban infrastructure facilities, to realize public service system quality improvement,to upgrade the industrial structure and quality of people’s life.This article is divided into five parts. The first part is introduction, mainly introduced the researchbackground, research status at home and abroad and the research significance, at the same time, introducedthe research ideas and research methods of this article. The second part is the theoretical basis of the article,introduces the connection of the rural urbanization and rural financial development theory, analyzes theinteractive mechanism between rural financial development and rural urbanization. The third partemphatically from the angle of supply and demand analysis of each main body the behavior characteristicsof rural finance, and research the main problems and reasons in the process of urbanization construction inour province. The fourth part introduces the representative of the developed countries (the United States,Germany) and developing countries (India, Bangladesh) mode of rural finance, and draw for rural financial reform in our country the experience of the enlightenment. The fifth part aimed at rural financial problems,insist on the development of rural commercial finance as the main ideas, focusing on a macro level of theexternal environment, the rural financial system reform and micro level of rural financing patterns ofinnovation, fundamentally solve the rural financial repression, imperfect system, low efficiency of ruralfinancial market, and the related problems such as imperfect system, improve the performance of ourprovince rural financial reform, build a pratt&whitney financial system, accelerate the urbanizationprocess.
