Research On Effective Participation Of Public Representatives In Public Service Price Hearing

Up to now, Price Hearing System has been established in China for more than a decade. But strictly speaking, it is still in its early stage. As more and more price hearing meetings have been hold, price hearing system has been applied to many fields widely. Price hearings will improve governmental decisions more scientifically and rationally. It has not only propelled the public service pricing to develop in the right way, and also evoked the consumers to participate actively.But in recent years, the results of price hearing are rise in price, in people's heart, price hearings become a mere formality, they lose faith for price hearing gradually. At the same time, our nation's consciousness of spontaneity and political participation is becoming stronger, more and more people hope to realize self-benefit through participation in political system. So for price hearing system, whether public representatives could participate in the process effectively makes all the difference between success and failure. So exploring effectiveness of public representatives'participation in public service price hearings is now of great theoretical and practical sense.This paper take people's effective participation in Public Service Price Hearing(PSPH) as an researching object. Firstly, theory of price hearing system and theory of public participation are shown, and the application of these theories in public service price hearings is introduced simply. Secondly, influencing factors in public effective participation in PSPH are analyzed detailedly. At present, because of problems of price hearing system itself, lack of publicity and transparency in price hearing, unbalanced information in price hearing process, lack of ways for legal aid for representatives, unbalanced profits for representatives compared with their efforts, all these reasons make public representative cannot participate effectively. At last, concerning the effective factors, positive suggestions are made as follows: perfect the representative election system, adjust the people structure and ration in price hearing representatives, improve the publicity and transparency of price hearing, change the situation of unbalanced information, perfect legal aid ways of representatives, establish proper excitation mechanism, improve reason statement system, protect and improve public participation network and other measures to increase public representatives'effective participation degrees. It is expected that this thesis can provide reference for price hearing system improvement, and will cause more concern and deeper research, to make public participation in price hearing better, eventually lead to an improvement in democracy in China, make governmental decision more reasonable and effective, as well as make a orderly and harmonious society.
