During the beginning of foundation of new China, economicdistribution in our country was extremely unbalanced; in order to balancethe development layout of industry and be conducive to national defensepreparation, in additionally, our country actively promoted inner-landconstruction of local industries, also encouraged coastal enterprises tosupport and help with equipment capability and technical force forinner-land factories. The Party and the country started a plan to improveeconomic distribution and structure by moving their factories toinner-land. In September1949Xinjiang had the peaceful liberation, butits economy was extreme backward, industrial base was weak, so it was badlyin need of development of modern industrial construction; at this time,Xinjiang was at the lack of corresponding equipment, technology and talentto develop industry.Under such a background, in order to improve our country’s economiclayout and structure, it was necessary to develop modern industry inXinjiang. With the support of the country, coordinated and cooperated byEast China Bureau of Central China,Heavy Industry Bureau of Central China,China’s Ministry of Railways,Military Region, since1949to1966therewere fourteen plants moved into Xinjiang, such as: Shanghai China YihuaSteel Mills, Changchun Second Construction Engineering Company, TianjinFourth Construction Company and so on. This made important contributionto the rise of Xinjiang modern industry, the development of social economy,national unity and social stability.This paper divides into five parts to describe the move-in Xinjiangplants from inner-land during the beginning of newly founded China. Inthe first part, it analyzes times background of foundation of new China. In the second one, it summarizes the characteristics of those move-inXinjiang plants with many aspects, such as: the industry, the quantityand the size. In the third one, it details and analyzes amount of factors:transportation, liquidation value, employee benefits and Ideologicalmobilization of these factories before the move and in the process of move.In the fourth one, it accounts their development after moving intoXinjiang. Finally, in the fifth part, it mainly discusses the impact ofthose move-in Xinjiang plants from inner-land on the whole country andXinjiang.
