The Study And Imple Of Government Supervision Model Of Highway Projects' Quality

Highway is a critical infrastructure of country, which related to the healthy development of the national economy and improvement of people's living hood. Therefore the quality of highway projects is the essential point. In recent years, the quality problem of highway projects are increasing, which reflect that there are many imperfections on the setting up of the quality supervision and management system of highway projects in our country and that the quality supervision and management system can't reflect and control the quality of highway projects comprehensively. Government supervision as the core part of the quality control system has exposed problems such as unclear of responsibilities, dislocate of management, ignorance the supervision of quality conduct.In this paper, the government supervision model on quality of highway projects for the study, the research discussed this topic from the following aspects:First of all, analyse the characteristics of financing model, construction management model and quality of government supervision model during the process. In this way, It is the specificity of the construction of highway projects and the deficiency of government supervision at this stage that can be found. It can provide a research background on establishment of a scientific and effective supervision mode.Then, by comprehensive use of the method of behavioral science,and game theory, the research can analyes the quality action of the highway projects'owners, supervision and contractor. And by the utility theory method, the qualitative model that the subject quality action of the above-mentioned has chose can be established. A more stable pattern of government quality supervision can be put forward by studying the stability of supervision system under the control of government in the present, using the pulse process model.Finally, take the key construction project of Hunan Province - ShaoYong Highway Project as an example, the researcher introduce the change of conventional way. Transportation Construction Quality Supervision of Hunan Province takes quality action as the breakthrough point; develop a new scientific and effective supervision model.
