Since the Reform and Opening Up, urbanization process in China continues to advance.China’s population urbanization rate has raised1.35%per year. Data published by NationalBureau of Statistics in2013showed that the level of urbanization has reached53.7%.Environmental damage, depletion of energy resources,traffic congestion and other problemsgradually shows. At present, China is in a critical period of strategic transformation of urbansociety and adjusts to the urban strategies on how to specify, adjust and steadily push forwardits healthy development, a clear gap between urban development, problems and improve thedirection other issues to be solved.China’s urbanization rate change20%to40%lasted20years. In2005, China’surbanization rate has reached43%in2007, Lu Dadao pointed out that the43%is not true,due to the statistical data of China’s urbanization rate is mainly reflected in the land-urban rate,and land urbanization rate much faster than other demographic indicators. In recent years,many scholars began to urbanization quality and scale of urbanization as a research measure.Urbanization quality and scale are two main aspects to measure the state of development ofurbanization, and the relationship between them is the main basis for judging whether thehealthy development of urbanization.Urbanization quality and scale are measures of urbanization development of two majoraspects. The relation is the main basis of judgment that whether urbanization is healthy. Indefining the quality and scale on the basis of the connotation of urbanization, and quadrantdiagram recognition method based on the simplified, choose2004and2011two time sections,analyzed the14cities of Liaoning province’s change and the relationship between the spatialpattern characteristics, the results show that:(1)2004-2004, cities in Liaoning province hasurbanization quality-scale relations that basic remains the same, but with increasing ofdeviation degree. Thus put forward various cities—the size does not match the quality of theproblems worthy of attention.(2) The urbanization development in Liaoning province levelexists significantly by the line of Shenyang-Dalian; urbanization quality-scale exists on therelationship exists in south and north of the province. When urbanization policy should adjustmeasures to local conditions, the classified guidance.(3) The largest contribution toDevelopment indicators of the city, the economic indicators of the quality of urbanization;land size of the largest contribution to the urbanization. At the same conclusions for the calculation and analysis of the results of suggestions for future development:(1) In thedevelopment of urbanization policies need to guide the overall northwestern region shouldfocus on strengthening the development of urbanization construction, to reduce the qualityand size of the deviation from the southeastern region focus on the gap.(2) For the lead-based cities should pay attention to the quality of urban-scale construction, make full use ofidle resources, narrow the gap, so that the quality and scale of urbanization adapt and scalelead-based cities should pay attention to the quality of urbanization construction, shouldmake full use of resources on the basis of blind expansion and reduce waste.Articles are divided into six chapters, the Chapter One introduces the researchbackground innovation articles, significance, research and review of this article; Chapter Twolists the theoretical foundation of the article and interpret research; Chapter Three introducesthe research Construction principle and indicator system; Chapter Four does researches andevaluation of fourteen cities in Liaoning Province; Chapter Five analysis the perspective ofthe spatial pattern of urbanization of the cities in Liaoning Province,; Chapter Six of theconclusions and recommendations, and to reflect the lack of the article.
