| This thesis is to research the main problem of Guangxi National Rural Bank generated during development. Guangxi National Rural Bank is one of the Guangxi new rural financial organizations. To be a rural finance organizations that setting up in rural areas funded by domestic and foreign financial institutions, domestic natural persons, domestic non-financial institutions is becoming its main feature, in order to providing the financial products and services to the local "farming". The new rural financial institutions in Guangxi pilot was started in March2008. In yew of2008, the first Village Bank-PINGGUO National Rural Bank was established. Guangxi rural banks generate a lot of problems in the development process, because it started late, the development of mechanisms have not been perfect, and apply its laws and regulations are not sound. After researched I found that it has the following problems in this paper. For example, Weak oversight of internal control and low control capacity of its risk; lack of social prestige and the channels of funding sources is narrow; service dysfunction and poor fund clearing channels; limited quality of employees and the level of competitiveness is poor; Loans deviation targeting and lacking of support for agriculture; the supporting from policy is poor and the development of enthusiasm is not high. By analyzing the foreign outstanding cases we can learn their successful experiences. And then, Combined with Guangxi National Rural Banks own problems, develop strategies to help their sustainable development. Finally the paper propose six Strategies, they are:Improve the management level and enhance the control of risk; Enhanced the quality of management and widening the finance channels; improve service levels to meet the demand of customer; accelerate the reform of the personnel system, optimizing personnel; identify the market position, and increase support for agriculture; increase policy support efforts to establish a standard of laws and regulations. |
