With the accelerated process of urbanization, the rapid advance of new ruralconstruction, the urban construction land and rural construction land increased sharply.There are some problems in rural homestead, for example the compensation is not thestandard, the circulation is unordered and the layout is confusion. Especially the thingsaffect the social harmony that the land acquisition and resettlement harms the interestsof the farmers. The18th Congress of China’s Communist Party reports that reform theland requisition system, improve the ratio of the farmers in the land value-addedbenefits. The nation pays attention to the interests of the farmers. the behavior of thefarmers who are the owners of the land is to guide farmers to intensive land use toachieve the efficient use of the homestead and the scientific basis and premise. having acomplete institutional system, the view mainly from the government, the studydiscusses the optimization problems of the management mechanism by the standardizedanalytical methods, while the behaviors of farmers who are the micro managed objectsare less studied. Papers around the above-mentioned issues of the farmers homesteadtransfer willing prices to research and analysis, proposing the appropriate measures,which is not only the developing and supplement for the current research, but alsoproviding the foundation for protecting the farmers’ interests and social harmony.Paper based on the Farmers’ behavior theory, theory of property, property rightstheory, regional imbalances, regional economic growth and welfare economics theory,setting the farmers homestead transfer prices on the subject, analyses the impact fromthe Macro factors and Micro factors, such as economic development, institutionalconstraints, regional factors industrialization and urbanization and traffic conditions, thefarmers, the family and traditional ideas, by the literature analysis, expert interviews andquestionnaires.Taking the Zhejiang village for an example, using the CVM Single boundary twofraction method to conduct a questionnaire survey. Selecting410farmers from thirteenvillages for the survey sample, establishing the farmers homestead transfer pricesmodel, analysis showed that the farmers age, per capital household income, thehomestead distance from the nearest town are the important factors, and the farmersage, per capital household income is negative, the homestead distance from thenearest town is positive The he farmers homestead transfer willing prices are estimated by the CVM, theoverall sample village farmers expected prices to11671yuan,13village farmers willingprices are: Ying gong village7612yuan,Guan hui village11000yuan,lixin village10111yuan,Yan shan village9912yuan,Gao feng village6126yuan, Qingshan village11051yuan,Guan cun village12301yuan, hen ye village11151yuan,yan xi village11301yuan,Hai lu village11023,Yiqiao village6912yuan,Lin yu village12101Yuan,Ding ai village8988Yuan. The different of the farmers willing prices is mainly due tothe distinguish among the regional economic development, the age,the aver householdincome and the distance from household to the nearest town.Based on the above theoretical and empirical analysis, for solving the problem, thisstudy proposes the following view(1)Setting the farmers homestead valuation technical specifications procedures.establishing the farmers homestead transfer price linkage mechanism and according tothe information to update, in order to establish standards for the land requisitioncompensation.(2) Regulating the registration location management0f the homesteadtransfer.based on the distance from the homestead to the near town.establishing a basisstandard for the homestead transfer ensures the compensation reasonable and fair.(3)Establishing the average household income information mechanisms.Establishing the pre-management system to find out the income conditions of thevillager and farmers, in order to manage the transfer of the homestead.(4)Establishing the farmers compensation policy based on age.based on the farmerage to compesate,providing the material to the old.
