Research On The Influence Of Value-added Tax Reform On Hydropower Development

The hydropower industry is a very important branch of electric power industry at present. However, the overall taxes are so high for our hydropower industry, especially VAT tax, which set up a huge obstacles and wide gap for the reform and development of the hydropower industry. The value-added tax has the most significant influence on the large-scale hydropower enterprises, which are state-owned or state-owned holding, they are engaged in a lump sum from the source management, involving the early investment of hydropower station, subsequent construction, operation, management, power distribution and sales. All of this will spend one billion or more. The transformation of value-added tax has a great influence on the hydropower industry, therefore, the influence on value-added tax transformation to hydropower industry has become a hot research topic.Based on this research background, the paper has a depth analysis and research on the influence on value-added tax transformation to hydropower development. Firstly, the paper analyzes the financial impact of hydropower enterprises because of the transformation of value-added tax, which is helpful to find the influence on the value-added tax transformation to the hydropower enterprises, the result is that the transformation of value-added tax can improve the financial condition of hydropower enterprise, and then has an deeply influence on the whole hydropower industry. Secondly, the paper has a deeply analysis and research on the influence of the value-added tax transformation to the hydropower industry, and establishes measurement model of the correlation between the transformation of value-added tax and the development of hydropower enterprise, including3mainly aspects, such as tax, investment, financing structure and performance, the result is that the hydropower industry actually benefit from the transformation of value-added tax; Finally, on the basis of qualitative analysis, the paper has a empirical and case analysis about the influence on the value-added tax transformation to the hydropower industry, using the real data to illustrate the influence on the transformation of value-added tax to the hydropower enterprises and the hydropower industry.
