Research On Environmental Cost-benefit Of Thermal Power Project

The contradiction between environmental protection and economic development is increasingly able to highlight,requirements for thermal power plants are also getting higher and higher.Although the research of environmental cost has made some progress,but most of them still concentrated on definition,composition and recognition,and most of them focused on the power plant which has been put into operation.While the environmental cost is mostly locked in the design phase,the effort to reduce the environmental cost of the power plant in operation leads to the inefficiency.In order to reduce environmental cost,the enterprise must estimate the environmental costs and benefits in the design stage,and adjust the environmental cost estimate according to the forthcoming policy.In this paper,take the XL thermal power plant as an example,according to the environmental impact assessment report,the environmental costs and benefits of XL thermal power enterprises was primarily evaluated.According to the results,decision makers can make a more comprehensive consideration of the questions such as whether or not to approve the project construction,which process is more suitable and what kinds of environmental protection measures are reasonable,how to carry out environmental cost control from the source,how to minimize the impact on the environment and environmental risks.
