With the development of economy, group company has become the mainstay of the national economy and the leading enterprises or backbone of the industry. Its development and growth is followed by the management problems, during which the most important problem is the management of people. As the basic work of human resource management, capacity management directly determines the rationality of the personnel allocation and the effectiveness of human resource management. Scientific and reasonable manpower management can effectively reduce the enterprise cost, improve management efficiency, and enhance the quality of staff and give full play to the ability of employees, realize "win-win" of enterprises and employees.This article focuses on the method of the capacity management from the parent company perspective. At the same time, the diversity and scale of company cause personnel manager to pay more attention to quota management. The labor quota control model influences the force of parent company’s management over the sub-companies and the implementing effect on the segments of human resources management. Consequently, group companies must make prudent decision on the quota control mode. Firstly, this paper analyzes the research background and significance of labor quota management, summarizes the research status of the labor quota at home and abroad, and puts forward the research method and content. Secondly, this article introduces the special historical background of Chinese enterprises capacity management and analysis of group management and human resource management, and puts forward the basic thinking of capacity management. Then, this paper analyzes the principle of construction of decision making model of personnel management mode, and determines the method of constructing model fuzzy comprehensive evaluation. At the same time, it determines the index system based on lots of literatures and interviews, and establishes the model base on that. Finally, take the group company A as an example, the manpower management is rather deeply studied by using decision model. The science of this model is proved by the case analysis. The thoughts of management pattern classification and decision model of quota control proposed in this paper provide a new idea and method for the research of personnel management theory, and certain reference value for the practice of enterprise management as well.
