Research On The Present Situation And Countermeasure For Agricultural Intellectual Property Protection In Chongqing

Since the1990s, the global knowledge economy development has increasinglyspeeded up and thus promoting the progress of the world economy. As one of the importantresources and the core competitiveness of agricultural development, intellectual propertyrights play an important supporting role in promoting the construction of agriculturalmodernization and grasping agricultural development initiative. China is a vast agriculturalcountry, and the protection system of agricultural intellectual property rights plays asignificant role in promoting agricultural breeding innovation, core competitiveness ofseed industry, increase in grain yield and the construction of agricultural modernization.Chongqing is typical of “big city and big countryside”, the hilly mountain agriculturalcharacteristics and special ecological conditions determine that the development ofagricultural modernization in Chongqing would go the path of relying on scientific andtechnological progress. As the most advanced, creative and practical technology of theagricultural science and technology, agricultural intellectual property rights are playing acrucial part in the construction of agricultural modernization in Chongqing. In the processof construction of agricultural modernization, it is necessary to use and develop theagricultural intellectual property rights, by the means of introducing and developingindependently the agricultural intellectual property achievements to improve agriculturalcore competitiveness and protect the lawful rights and interests of agricultural practitioners,thus laying a solid material and spiritual civilization foundation for new ideas and methodsin the construction of new socialist countryside in Chongqing. It is a topic worth exploring.In this paper, through analyzing the current situation and the development trend ofagricultural intellectual property rights at home and abroad and providing an empiricalanalysis of agricultural intellectual property rights in Chongqing, this paper endeavors toprovide a deeper theoretical interpretation and conduct a thorough comparative analysis ofthe scale and policy of agricultural intellectual property rights in Chongqing in terms ofnew situation, new perspective and new idea. Under the relevant national laws andregulations system, corresponding to the periodic characteristics of economic and socialdevelopment in Chongqing, this paper proposes feasible policy recommendations forstrengthening leadership, perfecting the index evaluation system and enhancing thepublicity in terms of the government, agricultural scientific research personnel andintermediary service agencies, thus providing reference for the development and transformation development of characteristic and profitable agriculture in Chongqing,which is a pilot area for coordinating and balancing urban-rural development.
