The organizational learning (OL) is the important driving force for enterpriseinnovation capabilities and performance, but these logic relationship are short of deeplyexploring. This paper introduces ambidexterity theory into the research on OL, anddiscusses the impacts of OL ambidexterity on innovation capabilities and performance onthe bases of developing innovation capabilities hierarchy model. The conclusionsempirically find, using the research data collecting form127enterprises in Chongqing,that the fitted ambidexterity of OL takes positive effects on innovation culturalcompetence and innovation architectural competence, the combined ambidexterity of OLimpacts on innovation component competence. The three hierarchies of innovationcapabilities take positive impacts on innovation performance, but the inner mechanismsare different: innovation cultural competence only effect on strategic performance, andinnovation component competence just impact on technical performance, whileinnovation architectural competence takes positive effect on the both. The research findsprovide theoretical value and practical implications for optimizing on OL, developinginnovation capabilities and boosting innovation performance.
