The benchmark land price is that based on commercial, residential,industrial and so on, respectively assess the average price of statutorymaximum term of land use rights on a determined estimated date, within therange of the urban planning area. It is the most common form of the regionalaverage price and reflects the overall level and distribution of urban landprices. The benchmark land price is not only the decision-making basis ofthe macroeconomic regulation and control to real estate market prices, butalso the basic standard of levying land use taxes and participating urban landincome distribution. With the changes of land price influence factors andenvironmental conditions, benchmark land price update need to beaddressed. Land price changing along with the constantly changing of socialeconomic, because of the benchmark land price hasn’t been updated formore than four years in Horqin so that it is difficult to accurately and timelyreflect the land market and can’t give full play to the role of regulation landprice. In order to ensure the correctness, dynamic, current potential ofbenchmark land price, meet the requirements of establish a fair and just realestate market, it must be on the basis of update it in a timely manner. Thebenchmark land price update on the basis of land grading or homogeneousgeographical division, with the transaction sample average land price, landrent or index of land price to determine the benchmark land prices and landprice correction system.In recent years, with the rapid growth of economic in Horqin district,the scale, land use structure, park infrastructure conditions, environmentalquality and land supply and demand of Horqin industrial park have changedsignificantly, and the land market has become increasingly active. In orderto meet the current land use and development of land markets, it isimperative to assess the land in Horqin industrial park. This paper based on the development characteristics of the land marketin Horqin industrial park assessed it benchmark land price. First of all, itshould be very clear for us to know the content of benchmark land price andrelated basic theory, which can laid the theoretical support of standard landprice assessment; Secondly, land classification and land grading adjustmentof Horqin industrial park is carried out, and assess benchmark land price bycombined with exponential model and BP neural network, then we can getthe price of commercial, residential and industrial areas and other piecesunder the current conditions; Again, though quantitatively analysis theresults of benchmark price assessments and temporal variation rules inHorqin Industrial Park, we can qualitatively predict the future trend ofbenchmark land in the coming years, based on the assessment results, wecome to the conclusion the overall level of Horqin industrial park land in thefuture will steadily keep developing; Finally, combining both quantitativeand qualitative analysis, put forward some reasonable proposals inapplication of assessment results of Horqin industrial park based onpredicting the result.
