Research On Development Strategy Of The Swine Industry In Shandong Province

Shandong is a large province of breeding pig and pork consumption of China. Thehealthy and stable development of pig industry in Shandong province is not only beneficial toincrease the income of farmers, improve agricultural benefits, stabilize the market supply, butalso to maintain social stability, improving the competitiveness domestic and abroad.Atpresent, Shandong province is in an important period of changing the large breeding pigprovince to a powerful province of that, and pig production from traditional farming to themodern industry. Pig industry development is not only influenced by external factors such associety, technology policy, economy, culture, but also by internal factors such as feeding way,feeding size, disease prevention and control, environment maintenance, breeding conditions,management level.Under the influence of many internal and external factors, Shandong pigindustry want to achieve a benign development must give full play to the advantages, makeup the disadvantages, seize the opportunity in time, have the courage to respond to threats.Therefore, researching the strategic planning and implementation measures of pig industrydevelopment of Shandong province, there is great significance to promote the health of theShandong pig industry comprehensive and sustainable development.The basis of this study is economic status and evolution of the pig industry in Shandongprovince. This part through to the authoritative data in the Shandong statistical yearbook,Shandong rural statistical yearbook, China rural statistical yearbook, the China agriculturalyearbook, from product contribution, output contribution, employment contribution, incomeand consumption trade contribution five aspects to analyze the evolution of the Shandong pigindustry. The results show that since1978, the absolute amounts of the indexes, such as pigsfor slaughter, pigs for output home, pork production, swine industry value and pig-raisingincome is in relatively stably growing trend, but the relative amounts reveal a fluctuatedevelopment trend in Shandong province; pig-raising persons and pork exportations is indecreasing trend in Shandong province.The environmental analysis of Shandong pig industry development is a key part of thispaper. This part from the external environment (macro, meso and micro) and internalconditions (pig breeding management, pig production technology level of industrial organization and the pig-breeding cost-effectiveness) the two aspects to analyze environmentcondition of the Shandong pig industry, and making use of the SWOT comprehensiveanalysis of development of pig industry strengths, weaknesses, opportunities and threats. Theresults show that: although the development of Shandong pig industry is faced with cattle andsheep meat substitutes such as high degree of competition, environmental protection pressure,pork quality control difficult, disease prevention and control system is not sound, low marketconcentration, unfavorable factors, but also there is good prospects such as high degree ofpolicy support, funding intensity big, strong software and hardware support, local flavorvariety, scale level enhances unceasingly and so on.Shandong pig industry development strategy is the key part of this study. In this paperusing202questionnaires from Linyi, Jinan and other eight cities as26counties (city, area),respectively from the strategic thought and principle, strategic direction and objectives,strategic positioning, strategic deployment, strategic focus and implementation steps sixaspects discussed the development strategy of pig industry. At the same time, using thecombination forecast model to predicted pigs slaughter, pork production, the output value oflive pigs, pig breeding income, the results shows that Shandong pigs slaughter, live pigmarket volume, output value, pork, pig indicators, and the income will have greatly increase,by2025, the live pig market volume and pork production was increased by20%~30%comparing with2012, production of live pigs and income doubled comparing with2012, theprovince second-pollution scale will reach100%, industry development space is very large,and the predicted results is consistent with the goal of the "Shandong province animalhusbandry" twelfth five-year “development plan”. And points out that the next stepdevelopment strategy should be industrialization, standardization, scale, and ecology, the highquality into a direction, improving the level of standardization scale breeding and pork deepprocessing ability, strengthening science and technology support and brand construction,improving the disease prevention and control system, exploring the ecological farming model,improving the comprehensive production capacity.The strategy implementation measures of Shandong pig industry development are theessences of this study. In view of the above research results, this part from the organizationsupport, policy support, capital support, technical support, market security and information assurance six aspects put forward to promote strategic planning execution andimplementation of countermeasures and suggestions of the Shandong pig industry.That is:improve the organization and management system, security system to insure institutions,scientific reasonable; Innovate forms of industrial organization, improve the level ofindustrialization; Improve and implement support policies, the level of government integratedservices; Attaches great importance to the system construction and innovation, and promotethe sustainable development of the pig industry. Establish investment guide mechanism,coordination of pig industry development; broaden the financing channels, form a pattern ofdiversification; Attaches great importance to the important role of science and technology,strengthen the building of agricultural science and technology; Apply to the creative ability ofscience and technology, promote modern technology popularization and application;Establish quality safety guarantee system, to ensure the safety of pork quality; Usingmulti-channel breach, pork international competitiveness; Attach importance to the role ofinformation technology, improve the degree of informationization cultivation, etc.
