Our country is an agricultural country, agriculture in the national economy is in the dominance,"San Nong" questions related to the economic development, national quality, is a matter of social stability, the country rich and strong (powerful). In recent years, the income distribution problem is becoming a hot spot of attention. Income distribution is the top priority of social livelihood of the people, it is also a complicated and huge system engineering. For deepening the reform of income distribution system and adjust reasonably the income distribution relationship,"Twelfth five-year plan" clear the "road map" and straighten out the relationship between income distribution and focus. Both fairness and efficiency, reasonable income distribution system, is the social economy development and the important embodiment of justice. Fifth plenary session of the16th also explicitly put forward to:we should improve the distribution according to work as the main body, a variety of modes of distribution coexist system, adhere to the various elements according to contribution to participate in the distribution, pay more attention to social fairness, more efforts to adjust income distribution, strive to reduce region and part of the social members between the widening income gap.This article in Heilongjiang province as an example to lewis dual economic structure theory, Kuznets theory of "inverted U", Ranis&Fei structure transformation theory, the Marxist theory of distribution according to work as the foundation, analysis the present situation of the urban and rural residents in Heilongjiang province, summarizes the reason of income gap between urban and rural areas to expand; And using the principal component regression analysis method and multiple regression analysis on the influencing factors of residents’income gap between urban and rural areas in Heilongjiang province for empirical research. Through analyzing the current situation of urban and rural residents’ income gap in Heilongjiang province, according to the cause of the urban and rural residents income gap has widened in Heilongjiang province, and the empirical analysis of influencing factors, put forward policy Suggestions to narrow the gap in the income of urban and rural residents in Heilongjiang province.Conclusion of this study show that the urban and rural residents of Heilongjiang province presents the tendency of increasing overall income gap, there are mainly four reasons:(1) the government policy (2)culture characteristics(3) the urban and rural dual economic structure differences of industrial structure (4)the influence of urban and rural employment (5) social security system. Through the empirical research conclusion also shows that the key factors influencing the residents’ income gap between urban and rural areas in Heilongjiang province are:(1) the coefficient of binary structure.(2) the per capita GDP (3) the first industry development speed (4) the process of industrialization (5) the proportion of nonagricultural industry practitioners.Last part from the following five aspects, this paper put forward to reduce the income gap of urban and rural residents in Heilongjiang province countermeasures and Suggestions:(1) the reform of urban and rural dual structure, actively promoting the construction of small towns, raise the level of urbanization (2) promoting the industrialization of agriculture, promote the farmers’ income,(3) intensify agricultural inputs and subsidies (4) increase investment in rural education, the development of agricultural education, agricultural science and technology talent cultivation (5) strengthening the rural social security system, perfecting social security system.
