Comparative Study On Comprehensive Benefit Of Cultivated Land Use In Reclamation And Agricultural Region

With the population increasing, people abnormally develop and use cultivated land resources and make serious negative effects of a sustainable cycle of agricultural and ecological systems’ function. The comprehensive benefit of cultivated land use that can systematically reflect the agricultural ecosystem functions has become the focus of scholars who have explored. The result of comprehensive benefit of cultivated land use can be clearly showed the level of utilization of cultivated land use, and proved internal factors of cultivated land. The research of comprehensive benefit of cultivated land use could provide a scientific basis for the optimization of cultivated land resources and urban and rural construction, but also for effectively improving the region to seek effective ways of cultivated land use.In this paper, Fujin city is the study area that locates in the Sanjiang plain, national commodity of grain, and the comprehensive benefit of cultivated land use is the research object. Based on the theory of factor endowment theory, ecological economics, sustainable theory, system theory, this paper built a comprehensive benefit system of cultivated land use and evaluation model, and used "Input-Output method""Equivalent factor method""Shadow Price method" and other mathematical method to analysis the level of the comprehensive benefit of cultivated land use and the efficiency of the internal structural differences between reclamation and agricultural area in2010. Conclusions are as follows:(1) The comprehensive benefit of cultivated land use depends on functions of the cultivated land use system. Within the environment of cultivated land use, it makes a series of material forms of tangible and intangible to meet the farmers, the effect of the government’s performance and natural demand, when people actually use and change cultivated land resources,(2) Overall levels of the comprehensive benefit of cultivated land use:①Reclamation does lower than agricultural area, indicating that farm workers who depends on the cultivated land resources is lower than farmers of the agricultural area.②its effectiveness contrast effect is very significant, and in the new institutional economics theory, and indicating that the land management system has a direct impact on the comprehensive benefit of cultivated land use, and determining the direction and extent of the ecological merits of the social economy.(3) As regards economic benefits:①Reclamation does slightly higher than agricultural area, because crops makes action for the economic effectiveness.②from the internal structure:Crop area is biggest, and reclamation is higher than agricultural area.③As crops has a complex internal structure and many affecting factors, the rice benefit is the main cause of affecting economic effectiveness. Furthermore, both different planting structure and unit cost of production are main causes that lead to differences between reclamation and agricultural region.(4) As regards ecological benefits:①Rclamation significantly does higher than the agricultural areas.②from the internal structure:Each ecosystem services of reclamation region are higher than agricultural region. From the analysis of surface phenomena:the different of both areas mainly case by farmland landscape pattern. Form internal factors:the different of both areas case by the decision of ecosystem services. Good agricultural land and other land-use distribution characteristics can effectively contribute to exchange material message with climate, water, soil, energy and information; benign use of farmland ecological system can form a rational use of arable landscape.(5) As regards social benefits:①Reclamation does far below the agricultural area, the social benefits of cultivated land use plays a leading role.②from the internal structure:Basic livelihood guarantee benefit of cultivated land use is essential to contain the social role.③Contrasting farmland use social benefits, social security benefits, social security benefits of agricultural labor, reclamation is lower than agricultural region. It’s because that there isn’t a perfect pension, unemployment insurance and social security system and policies, farmers do more eager to get more material security as the main reason from cultivated land resources.④Contrasting food safety benefits, open landscape and scientific and cultural benefits, reclamation is higher than agricultural region. It’s because that unit area of social benefits can’t meet the physical and psychological needs of the individual. But for state, government and social groups, they become the main beneficiaries of the social security functions. Therefore, with public property, social security function is one of cultivated land use system.
