Study On Food Security Early Warning System In JiLin Province

Food as a special commodity, has strategic significance, is related to people’s livelihood. Food security and the country’s survival and development is closely related to a large population of Jilin Province, as China’s major grain producing areas and grain consumption province, food security has attracted increasing attention. Reasonable choice of index system of early warning systems for food security in Jilin Province, to establish an effective early warning system is to ensure food security for the actual needs of Jilin Province, is also the insurance of national food security. Therefore the establishment of food security early warning systems in Jilin Province has great strategic significance and academic value. Establishment of food security early warning system that can make a correct and timely early warning, timely balance of total supply and total demand forecast. Make recommendations through early warning systems, timely adjustment of grain development strategies to address food security issues and to develop crisis management plans. In order to ensure food security, choosing a reasonable index system in food security early warning system, building food security early warning system. It is the actual needs to protect food security in Jilin Province, and also the government departments to develop food security policy.In this paper, wrote from four aspects of food production, consumption, reserves and circulation, respectively discussed the current situation in Jilin Province and the problems in food security. Since production and circulation are major constraints to food security, we must stabilize grain production and ensure food per capita acreage, conduct reform of the circulation system actively and effectively. By constructing data collection subsystem, information analysis subsystem, police intelligence subsystem and police intelligence warning subsystem, food security early warning systems was established. Selected the eight representative evaluation indexes from production, consumption, prices, reserves, foreign trade and policy elements, and proposed the index system of food security early warning system in Jilin Province. Use of empirical research methods, data-based analysis of the food security situation in Jilin Province, concluded that the major impact of food security in Jilin Province is food production and circulation. Combined with the actual situation in Jilin Province suggested ways to improve the food security situation in Jilin Province, involved in all aspects of food security supervision and macro-control oriented regulation. From establishing a sound monitoring of food supply and prices, improving the grain reserve system, establishing logistics system between Jilin Province and main consumption provinces, the rational use of food security early warning systems, formulating laws and regulations about food security early warning systems to enhance the level of food security.
