Especially in2009,"China CooperationDevelopment Plan in the Tumen River Area-regarding Changjitu as the development and opening pilot area ", namely" Changjitu Plan ".Its promulgation has brought great opportunities for economic development in Jilin Province. So Changjitu pilot areas should take this opportunity to grasp the challenge and implement the policy well. With the progress of the times, the traditional industry has lagged behind the pace of the world, while the high-tech industry is the sunrise industry fitting the development of the times, high-tech, high value-added and high competitiveness, If Changjitu entire zone can form a high-tech technology industry, it will undoubtedly drive rapid economic boom to Jilin Province even the whole northeastern. So building up high-tech industrial uplift seems more meaningful.This paper analyzes the high-tech industrial uplift building of Changjitu pilot area. The first chapter is the introduction, which describes the background of uplift building and theoretical research at home and abroad. The second chapter is related theory. Under the correct guidance and encouragement of the long-range aim, regard Hunchun as the open window, Yanlongtu as the forefront and Changjitu as direct hinterland. Regard Changchun City, Jilin and Yanji City as the support point to carry out industrial integration and extend transversely, so as to drive the development of high-tech industries throughout the region, in order to point connections into a film strip.
