As a national certification units of forest management, the state-owned forest farm of Shunchang County should be consider to their own economic efficiency, meet the protection of social demand for wood and the protection of natural environment, and made a overall plan of wood cutting in the process of production and operation. This paper aims to make an evaluation on the forest resource of the state-owned forest farm of Shunchang County by the method of replacement cost approach,harvest current cost value and market price, base on the forest archives data and relevant economic indicators, divided the existing resources of forest farm into Chinese fir, pine and mixed broad-leaved tree three job level. And in line with the principle of sustained using forest resource, this paper choose the planning goal of the maximum of timber outturn and the net present value of timber income in the forest harvest adjustment period,the maximum volume and assessed value of forest after forest harvest adjustment, application of linear programming and goal programming the two step optimization method to adjust the harvest to three job level,builds four mathematical models to account multiple target, we get the following conclusion:1.The state-owned forest farms of Shunchang County was at a total value of63470.7737yuan in the baseline of December,2012, by the method of Subcompartment evaluation.2.As the single objective programming without considering the other constraints, it try to reach the maximum of the unit harvest cutting when determine the optimal harvest planning, so the single target value may be larger often.While the comprehensive objective function subject to many constraints and objective constraints in optimization, There is a certain amount of deviation between the value and goal programming, it cause of the unreasonable of itself reality stand age class structure.Through the integrated target planning for harvest adjustment, forest farms can achieve the goal of forest age class area of approximately uniform while the timber outturn and the net present value of timber income in the forest harvest adjustment period,the volume and assessed value of forest after forest harvest adjustment reach the maximum.3.By means of linear programming and goal programming the two step optimization method to adjust the forest resources, the certain amount of deviation between the value and goal programming of the timber outturn and the net present value of timber income in the forest harvest adjustment period,the volume and assessed value of forest after forest harvest adjustment of Chinese fir, pine and mixed broad-leaved tree three job level is very small.The optimization results can be used for preparation of forest management plan and overall planning of forestry.4.According to the actual conditions, each target weights of manager considering different can get different target value, So the two step optimization method can not be absolute significance as linear programming that solution, it only obtained an effective solution. In this paper, the weight of each target is equal, the obtained solution is called optimal solution.5.The calculation of the planning result is only a static value. In the forestry production, it is easy influence by market economy or policies and regulations. Therefore, in the organization and implementation process, the manager should corrected the plan constantly based on the changes of internal conditions and external environment.
