Shenzhen Guangming New District was established in2007, by the Baoan District draw. The total area of156.1square kilometers, the total population of about800000, of which the household registration population42000. Guangming New District will enter a period of large-scale construction of the peak in the next few years, mainly involving municipal, transportation, electric power facilities and environmental protection, the state-owned land integration and reserve, Wei cultural undertakings, with rich project construction, the old village and the transformation of old industrial areas. The earlier stage of the engineering project is one of the most critical in the whole project construction process, scientific, objective decision on the project of social and economic benefits and strategic direction plays a decisive role, reasonable and feasible construction program largely determines the project smooth implementation of the project, can efficiently achieve the expected target. Therefore, the quality of the early work directly influences the construction period of the project, determine the project investment, increasing the initial stage of the work is fundamental to achieve control objectives of construction project.This article take the method system research, literature research and empirical research, to study the prophase work of Guangming New District construction and project management in the two aspects of theory and practice, starting from the basic theory of the project management, discussion of Guangming New District as the problems existing in the previous work of government investment projects. The main content of this paper is, the first chapter, introduction, firstly, the research background and significance, research contents and methods are briefly introduced, and then the related domestic and foreign research literatures. The second chapter, the concept, scope and characteristics of government investment projects are summarized, and the main content and importance of the work of government investment projects are summarized. The third chapter, the management situation of Guangming New District government investment projects, the first analysis of early management work of Guangming New District government investment project organization structure, then introduces the basic process of prophase work of Guangming New District government investment projects, finally is the status area since the establishment of government investment project. The fourth chapter, analysis of existing problems and causes of early management work of Guangming New District government investment projects.
