Since the reform and opening up, introduction of foreign capital and technology directly contribute to the capital accumulation, technological progress and import and export trade expansion, which provide energy to the economic development in China. Investment promotion has become an important means for local governments using foreign investment, improving regional economic development, and catches the attention of local government. In today’s economic transformation and upgrading situation, whether the government’s investment promotion model needs restructure is worth studying.In this paper, the relationship between economic transformation and upgrading and investment as a starting point, combined with years of investment promotion experience, he author found that with the gradual transformation of China’s market economy, many problems have turned up during the local governments’ investment promotion process. Emphasis on numerical targets to complete, but ignoring the quality of projects; Attention to the introduction of the new project, but neglecting to cultivate the settled projects; Vicious competition comes out between different industrial parks. The cause of these problems is as follows:unreasonable government investment promotion departments setting, unreasonable investment-related areas’ rules and unreasonable investment promotion performance appraisal.Facing the current rapid development of the economy, and the situation of economic transformation and upgrading, strengthening the legal environment for the government investment promotion, optimizing the governments’ investment promotion departments setting, strengthen industrial development planning during the economic transformation period, improving the investment promotion performance appraisal systems, implementation of environmental veto system, optimizing the quality of follow-up public services, which should become important work content to optimize the existing investment promotion model of local government and to promote healthy development for investment promotion in China.
