In the last half year of2007, the American Sub-prime mortgage crisis triggeredglobal economic crisis which had a great impact on global development. Whereafter,many countries implemented a series of stimulating policies in order to cope with theeconomic crisis. Through the worldwide corporate endeavor, global economygradually recovers and since then enters the post-crisis era. In the backdrop of theglobal economy suffering long-term financial "haze", the development of China isalso faced with new challenges. Though China’s current economy has shown goodmomentum of development with the support of national stimulating policies, thefoundation for economic recovery should be further strengthened and stabilized. Dueto the aftermath of economic fluctuations, potential operating risks transfer to thecorporate financial strategy and perform even more co mplicatedly.Combined with the background of financial crisis and project researchachievements, this paper will divide financial strategy into financing strategies,investment strategy, distribution strategy and working capital strategy, by referenceto other financial strategy divisions put forward by many scholars. By choosing atypical case, the article researches specific corporate financial strategy with acombination method of theoretical and practical. Based on the research andinformation in fiscal Oricon project, This paper selects the Northwest with industryrepresentative Qilian Cement Group as a research object, first performed an analysisof its financial strategic environment, the basis for the analysis of financial strategy,and then through the Qilian Mountain Cement Group’s financing strategies,investment strategy, distribution strategy and working capital strategic depthanalysis, the problems of its financial strategy. Finally, for the problems andshortcomings of Qilian Mountain Cement Group’s financial strategy, from theestablishment of the financial early warning mechanism on cost control and cashflow optimization proposal, and to optimize the design of the Qilian financialstrategy gives safeguards. In the early period of the Qilian Mountain Cement Groupto help out of the woods, while providing a reference for the development andimprovement of other corporate financial strategy of the industry.
