The competition of industrial clusters mainly due to its innovative edge, and theformation of the innovation advantage of cluster benefits from knowledge spilloversmechanisms within the cluster. In order to meet the demand for complement and novelknowledge，each main innovation within a cluster acquires overflow knowledge fromother subjects. And then to improve the cluster’s overall innovation capability.However, the acquisition of knowledge spillovers within a cluster must through acertain mechanisms way to achieve. Therefore, it‘s extremely necessary to build formaland informal communication mechanisms within the cluster actively.At present,academic reach a consensus that communication mechanism can promote the role offormal knowledge transfer within the cluster, But for the role of an informalcommunication mechanism in the process of knowledge transfer within the clusterremains controversial. Based on this, the paper attempts to do some useful explorationby researching specific industry clusters to solve the problem.Firstly, through combing some relevant papers, this paper will put forward thefoundation of argument. That is, whether informal communication mechanisms withinthe cluster exist, whether the cluster of knowledge transfer can be achieved throughinformal communication mechanisms and whether knowledge transfer throughinformal communication mechanisms are valuable. Then, from the level of the wholecluster, the cluster enterprise level, staff level and the nature of knowledge, this paperwill select some variables to analyze the effects of these variables on valuableknowledge transfer mechanism of cluster under informal communication. And makeassumptions to be tested based on theoretical analysis. Second ly, this paper will selectChangsha High-tech Zone of electronic information industry cluster for the object ofstudy, and use research data, statistical analysis and Multinomial Logistic regressionmodels to test hypotheses, and then explain reasons.Through theoretical mechanism analysis and empirical test, this paper re achedsome conclusion, that is, Informal communication mechanism is an importantmechanism for knowledge transfer within the cluster, valuable knowledge transferwithin the cluster can be achieved by this way; The more concentrated the atmosphereof innovation clusters is, the possibility of valuable knowledge transfer based oninformal communication mechanism is greater; the more formal cooperation projects between enterprises in the cluster, the likelihood of valuable knowledge transfer basedon informal communication mechanisms is; The education levels and work experienceof staff, the frequency of the communication have a positive correlation with valueknowledge-based clusters informal communication mechanism transfers, and theinformal communication of face to face manner conducive to the transfer ofmedium value and high value of knowledge within the cluster; the majority of the lowvalue knowledge based on informal communication mechanisms is explicit knowledge,while the transfer of medium value or high-value knowledge is mostly tacit knowledge.Finally, this paper will put forward specific policy recommendations about buildinginformal communication mechanisms in the electronic information industry clusterChangsha.
