With worldwide transformation and industrial structure upgrading, the logisticscluster development has become the inevitable product of the times. In recent years, thelogistics industry cluster has processed of rapid development in the country, so it must beaccompanied by the new problems and the new situations. Thus, it needs to depth analysisof regional logistics industry cluster competitiveness factors, build competitivenessevaluation model and enhance the competitiveness of the model. These are not onlybeneficial from a theoretical point of understanding the regional logistics industry clustercompetitiveness strengths and weaknesses. But also make it more beneficial to find out thecause that governs the enhancement of regional logistics industry cluster competitivenessfrom practical, so that provides constructive advice for policymakers that plan thedevelopment of regional logistics industry cluster.From the perspective of both the elements and structure, this paper in-depth analysesthe factors that affect regional logistics industry cluster competitiveness from basal caseand the potential for development. Through first survey to increase the factors that affectregional logistics industry cluster competitiveness, second expert survey to evaluate theseaffecting factors and screen these factors with factor analysis, and third survey to classifiesthe indicators as basic indicator and developmental indicator, this paper constructsindex system to evaluate regional logistics industry cluster competitiveness. Then based onrelevant data of the country’s30provincial-level regions, this paper empowers withentropy method. Finally, based on the overall development of the current situation of thedomestic logistics, this paper carries out the fourth survey, specifies index membership,evaluates with fuzzy evaluation method. Based on above of all, this paper gets the averagelevel of domestic logistics industry cluster competitiveness and finishes constructing themodel of regional logistics industry cluster competitiveness. Introducing the idea of BOSTON matrix and applying the average level of domestic logistics industry clustercompetitiveness that has calculated as standard, this paper constructs the model to improveregional logistics industry cluster competitiveness and proposes paradigm that improvescompetitiveness. So that making the evaluation model and competitiveness model can beintegrally formed and have a more theoretical and practical significance. At last, this papertakes Liaoning as example to illustrate the evaluation model of regional logistics industrycluster competitiveness and the model of enhancing competitiveness that have constructed.According to analysis, this paper can confirm that the level of logistics industrycluster competitiveness in Liaoning is above the national average, meanwhile illustratesthat the idea that integrates the evaluation model and model of enhancing competitivenessis reasonable. But during the study, some indicators have on direct data and need indirectvariables to reflect. Therefore, relevant statistical study about logistics industry clustershould be in-depth discussion.
