Study On The Risk Management Of The General Contractor HSE Under EPC Mode

In recent years, with the rapid development of engineering construction projects in China, the EPC contract mode has been widely used in petrochemical, construction and other industries. Different from the previous contract mode of construction projects, under the EPC mode, EPC contractor is the subject of HSE project risk management, facing and bearing more HSE risk factors. In the keen competition, the EPC contractors need to enhance their core competitiveness. They must constantly enhance their business capacity, at the same time, make full use of the advantages of EPC contracting, strengthening HSE risk management for the whole process of project construction, and improving HSE risk control level to avoid the occurrence of the HSE accidents.This thesis is an applied research linking theory and practice. After reading the journals and academic books related to risk management theory, EPC model, HSE laws and regulations and so on, the author made the field survey of the LNG factory project of HB Province, and conducted many forums with related units’staff. The author was also involved in a number of HSE construction special plan review. Combined with project management experience, from the EPC Contractor’s point of view, with the method of quantitative analysis and qualitative analysis, this paper analyzed the whole process of the project HSE risk identification, risk assessment, risk prevention measures and risk management in order to strengthen risk control of HSE and to reduce the risk of HSE target.Firstly, this paper introduces the related theories of project HSE risk management, the characteristics of EPC contract mode, as well as the domestic and foreign research status of HSE risk management, making a brief summary and evaluation of related research results. On this basis, according to HSE risk analysis, risk assessment and risk management procedures, it conducts a series of studies on the HSE risk management of the general contracting party of LNG factory construction project in HB province.Combined with the overall quality level of domestic construction project staff, this paper proposes the adoption of experience data method, brainstorming, flow chart method and fault tree analysis method, and the idea of analyzing the HSE risk factors of the project and in the project construction process. The use of these methods is represented in detail. Then, by using the LEC method, qualitative risk matrix method and the semi quantitative risk matrix method for risk assessment, it focuses on the evaluation of HSE risk factors of the project and in the process of construction, and clears the overall project HSE risk level and its acceptability.In view of the HSE risk prevention of general contractor under the EPC mode, based on the prevention idea of focusing on the engineering, procurement, construction and commissioning, and the front control of HSE risk, this paper advocates to clear responsibility and to improve the HSE system construction; to strengthen the HSE management planning and to improve the control ability of HSE risk; to enhance HSE education and training and to improve awareness of HSE risk management and skills; to strengthen HSE risk monitoring and the risk management; to pay attention to information collection of the HSE risk management, and to construct the HSE information system and other specific recommendations on prevention.
