Research On Rural Medical Assistance System

Abstract:The establishment and development of the rural medical succor system is interrelated with China’s current economic and social development, and its improvement is the main task and contents in the social security system. Implemented by policy guarantee and pushed by administration, the rural medical succor system, with its low legalization and standardization, is short of powerful legal guarantee and systematical institutional arrangement on the reasonable determine of its scope, contents, standard, procedure, method; short of the raising, management and supervision of assistance funds; and short of the government’s related duties-such as the effective management and monitoring on the medical assistance services. Because of the problems mentioned above, the effect of our country’s rural medical succor system is not very satisfactory; especially the problems exist in the almsman, standard, procedure during the process of the medical assistance, as well as the loopholes in supervision. Based on the analyses of the almsman, assistance standard and procedure and the concept of the supervision, combined with the problems exist in them during the process of carrying out the rural medical succor system, this paper is to put forward operational and practical suggestions respectively from legal standpoints, pertinently using the experience of other countries:1)establish a definition criterion on the relative poverty, set up a flexible definition program;2)raise the level of assistance, enlarge the scope of assistance;3)issue the medical assistance cards, ensure the prepaid funds in the contracted hospitals;4)instant calculate in a single service window. Based on the improvement of the above process, furthermore, strengthening every supervision departments’coordination on the policy, establishing social supervision organization, letting the almsman be the supervisor, establishing the system on complaint and administrative reconsideration, speeding up to publish The Social Assistance Law and other supervising measures are proposed to improve our country’s rural medical succor system.
