After10years prosperous development, along with the incoming upgrading period of China’s macro-economy, Chinese manufacturing industry is facing the most challenging environment. Those manufacturing private companies are confronting the difficulties of export demands decreasing, domestic excess capacity, imported inflation, increasing cost of labor force and fixed capital, decreasing of profit margins. In such an environment the long existing problem of China’s private company, bad management, is no longer covered by prosperity. These two facts provide a hash time to those manufacturing private companies, lots of them have been broke-up, the rest of them are struggling for development.This article focuses on building a proper strategic development program for a small manufacturing private company engaging in machinery parts processing business by applying the theories of Strategy management. First it uses the PEST model, five forces model of competition to analysis the external environment of the enterprises and the enterprise internal characteristics. Secondly, this paper uses the SWOT model to match study the threats and opportunities of the market, the advantages and disadvantages of the company for the direction of development in the future. Thirdly, in the process of strategy choice, it combines with part of views and thoughts on the theory of enterprise growth, selects a detailed strategy and goals as well as plans of finance, marketing, human resources, enterprise culture. It provides suggestions of implement ensuring of the program in the end. This paper’s studies are expected to be helpful to China’s small and medium sized private manufacturing enterprises in strategy management and implementation.
