Knowledge economy is the theme of the21stcentury economy. Companiesaround the world are facing with fiercer domestic and international marketcompetition than before. The core capacity of enterprises to win the marketcompetition is human resources. As becoming an important part of human resourcemanagement and a key index of enterprise personnel decision, performancemanagement provides a basis reference on salary decision-making and incentivemechanism, and influences the realization of enterprise strategic goals. Performancemanagement will be one of the most important management institutional systems forChinese enterprises to foster international competitive strength.Basing on empirical analysis and case studies, as well as applying the principlesof performance management and Balanced Scorecard, this dissertation studies the current situation of HISAP’s performance management and analyzes the problems of the existing performance management. The results show that the existing performance management system of HISAP can not well response to the company’s strategic goals andcan not well reflect the enterprise’s strategic orientation. It also finds out that the present appraisal mechanism has little incentive effect. It turns out that the existing performance management system of HISAP can not adapt to the development of the existing demands. Basing on questionnaire surveys and interviews, the paper concluded thatHISAP should design a new performance management scheme system based on theBalanced Scorecard.
