Study On The Red Cultral Heritage Protection And Tourism Development In Five Northwest Districts Of China

“Red”has been endowed with the symbolic meaning of revolution after modern times,however,theconcept of “Red Culture”has been used far more than the concept of”revolution culture”.Official definitionand scholars’ researches showed that the Red Culture can be defined as a combination of property inmaterial and spiritual civilization which conducted by the advanced Chinese people who was trying hard tosave their motherland after1840;The Red Culture Heritage refers to the heritages that has historical andcultural value and may reflect the development of modern China, created by the advanced Chinese peoplewho put their perspiration in saving and rebuilding China after1840.Cultural heritage protection has gained internationally wide consensus,Though the domestic culturalheritage protection work started late,it also established a relatively perfect legal system.In that context,Redcultural heritage protection and utilization has experienced a process from spontaneously toconsciously,and tourism development is an important way of utilize Red cultural heritage.The five districts in China as Shanxi province、Kansu province、Chinghai province and theautonomous provinces Sinkiang and Ninshar are rich in Red cultural heritage resources,but it also exposesa lot of problems on cultural heritage protection and red tourism development.The problems of Red cultural heritage protection mainly are:imperfection legal rules、low enforcement of laws and regulations、single source of protection funding、publicity backward、role confusion of theheritage protectors,ect,the problems above can be well solved by remend the cultural protection plan、formation and implantation of the process、broaden the source of protection fund、establish an assessmentmechanism of fund utilization、improve the cultural heritage publicity work mechanism、clear theresponsibility of protection practitioners and participants.The unreasonable strategic layout of Red tourism scenic、the backward development of tourismproduct、the slow driving force of Red tourism industry chain、the imperfection of basic supportingfacilities、the chaos of scenic area management system, etc，are the major problems of Red tourismdevelopment.Through coordinate the landscape layout of the Red tourism development and the dynamicanalysis of the Red cultural tourism development on the five districts of northwest China,the tourismdevelopers can establish a strong and practicable Red tourism resources development and evaluationsystem which helps developers to evaluate tourism resources and exploit new tour route,meanwhile build astrategy guiding ideology for the development of red tourism innovation based on the functions of the redtourism.The operation and management status of the Red tourism scenic would be effectively improved byusing classification and performance evaluation mechanism.
