Research On Social Responsibility Of Pharmaceutical Enterprises From The Perspective Of Public Health

Pharmaceutical producing enterprises，as an important part of our national economy, the medicinesthey made bearing an important mission to maintain and promote the health of the people. With theenhancement of the public consciousness and the desire for fairness, justice, health, happiness,environmental protection and other good intentions become more and more strong, the enterprise whowants to obtain the sustained development in the new competitive environment, can not ignore the closerelationship between people’s lives and natural environment, health, and live conditions etc. On the onehand, it is legitimate for pharmaceutical enterprises as the carrier of economic benefits maximum thatrequests for direct interests; On the other hand, the medicine’s special commodity and closely related topublic health also determines the necessity and particularity of pharmaceutical corporate socialresponsibility. At present, the problems associated with pharmaceutical industry mainly about drug safety,environmental pollution, waste of resources and other outstanding problems, highlighted the conflicts andethical paradoxes between pharmaceutical enterprise interests and social responsibility. The lacking ofcorporate social responsibility and the negative impacting of pharmaceutical industry has become an urgentproblem to be solved in constructing a harmonious socialist society.On the basis of research findings on corporate social responsibility, combining with the in-depthanalysis of the present situation of pharmaceutical enterprises and its social responsibility performances,founded that there are inherent consistency between the ethics of public health and pharmaceuticalcorporate social responsibility, put forward the necessity that the pharmaceutical industry to undertakesocial responsibilities. Analysis the conflicts between corporate interest demands and public health needs,research and development input and reasonable price, bearing corporate social responsibility andinadequating public health security protect system and other forms of conflict, deeming that the lack ofbasic public health responsibility caused drug safety issues, public health crisis caused the lack of drugaccessibility legitimacy, risk on environment and resources casued the deficiency in environmental justice,these were outstanding performances in pharmaceutical corporate social responsibility, the influenceby corporate moral responsibility and market utilitarianism, the imperfect mechanism of restraint andsupervision of external were the main reason for the lack of social responsibilitity; Put forward the following ethical principles apply to pharmaceutical enterprises: people-oriented principle, health justiceprinciple, harmonious development principle and such things like these. From the viewpoint of moralself-discipline, economic ethics and environmental ethics to dicuss the ethics regulation and developmentorientation of pharmaceutical corporate social responsibility. From the aspects of system level, in searchof constraint mechanism for pharmaceutical corporate social responsibility regulation, probe into theethical basis and realization mechanism which based on public health undertaking for corporate socialresponsibility of pharmaceutical enterprises.
