Research On The Development Of Farmer Specialized Cooperatives In China

Farmer Specialized Cooperatives, as a cooperative farmers’ organization given prioritysupport by government in the new period, which plays an irreplaceable role in the aspects ofsafeguarding their own rights, for reducing the market risk, linking up the relationshipbetween the government and the farmers, and developing modern agriculture. However, as theceaseless development of Chinese agricultural reform, many problems become increasinglyprominent in the process of developing Farmer Specialized Cooperatives, and these problemshave greatly affect its healthy development. How to solve these problems has much to do withthe vital interests of our farmers, and the smooth progress of agricultural modernization of ourcountry.18th CPC National Congress says:“We should uphold and improve the basic systemfor rural operations and protect in accordance with the law farmers’ rights to farm the landthey have contracted, to use the land on which their houses sit, and to share in the proceedsfrom rural collective operations. We should strengthen the collective economy, developspecialized cooperatives and joint stock partnerships for farmers, foster new types ofagricultural business entities, and develop large-scale agricultural operations in diverse forms.We should establish a new type of system for intensive agricultural operations that arespecialized, well organized and commercialized.” From this we can see that it has become animportant part for constructing new agricultural management system to develop FarmerSpecialized Cooperatives. Therefore, it is significant for our Farmer Specialized Cooperativesto study the problems appearing in the process of developing and put forward some specificstrategies.Through summarizing the problems arising in the developing process of our country’sFarmer Specialized Cooperatives in the new period, this thesis aims to analyze the reason whyour Farmer Specialized Cooperatives has those problems, and offer some specific strategiesaccording to the requirements of new agricultural management system. The whole thesisincludes five parts:The first part mainly introduces the research background, literature review at home andabroad and the research method used in this thesis.The second part defines Farmer Specialized Cooperatives and further deeply explains thetheoretical basis to develop Farmer Specialized Cooperatives. The significance of developingand strengthening Farmer Specialized Cooperatives is put forward at the end of this part. The third part introduces present situation and characteristics of Farmer SpecializedCooperatives in our country and mainly sums up the problems existing in the developingprocess of our Farmer Specialized Cooperatives, and the problems focus on the small scale ofFarmer Specialized Cooperatives, the shortage of funds, the lack of the talents, theunreasonable inner mechanism, and the delay of supportive means and policy establishmentof government, etc.The fourth part selectively analyzes why our Farmer Specialized Cooperatives exists somany problems, and gives the reasons as following: imperfection of market competitionmechanism brought into Farmer Specialized Cooperatives; congenital weakness; imperfectionof property rights system; the improper intervention of government.The fifth part puts forward some solving strategies corresponding with the problems inFarmer Specialized Cooperatives: strengthening the specialized and socialized construction;enhancing the market competitiveness; exploring multi-channel of financing and training thetalents; complying with Farmer Specialized Cooperatives Law provisions; improving thesupport measures and policies of government.
