Since2010public rental housing was breeding in the government documents, working meeting, it has drawn the attention from all walks of life. Constantly soaring property prices is due to all sorts of reasons, such as the rapid economic development, strong demand to house. The lower income group’s need for house belonging to own is getting more and more intense. Although the government is embarking on planning and construction of public rental housing, its mechanism is not perfect, and it may impact the project smoothly. Among them, the pricing problem of public rental housing rent is key to the development of health of the entire project cycle.This paper briefly describes the evolution of affordable housing development in our country, and points out the realistic significance of the development of public rental housing and the existing problems, and then combed the train of thought for public rental housing rent. Second, the concepts of the low-rent housing, affordable housing are introduced. In addition to these, the theory of "social security","housing filtering theory","location theory" to provide theoretical support for the research of public rental housing rent. Third, the mature practice of public house on rent pricing management from domestic and foreign advanced countries or regions are shown, and then it try to use its successful experience for reference. At the same time, based on public rental housing construction, operation, the rental situation, the rent and late pricing in Chongqing, it reveals its all kinds of management problems. Finally, adhere to the "sustainable development, social welfare, the balance of payments" principle, it design the rent price ideas. On the one hand, the analysis of public rental housing construction, operating costs, and its main influence factors are made, and then on the basis of the benchmark cost of rent, it adopts the gray system theory to calculate the correlation degree and the weighted measure of these17related factors on rental pricing of "Minxinjiayuan". Combined with the weighted average cost, it calculates the final rent standards, and trials test of its feasibility. On the other hand, taking into the first two biggest influence factors’correlation degree consider, it selects Chongqing urban residents’disposable income level and house door models of "Kangzhuangmeidi" as main factors to calculate the different rent standard which is basic on residents’income according to the relevant provisions of Chongqing government. And then it tests the project’s feasibility. At the same time, the construction cost, application access, differential pricing, improve supporting legislation of public rental housing are proposed. |
