China Railway Construction Corporation (CRCC) is a large construction enterprise in the charge of the State-owned Assets Supervision and Administration Committee. CRCC has actively adapted to the new requirement of the country’s economic transformation and decided to accelerate its transformation and upgrading. Its businesses are divided into six major segments, namely, construction operation, survey, design and consultancy, manufacturing operation, real estate, logistics and capital operation.The lack of specific strategies has restricted the development of capital operation segment. The paper thus studies the development strategies of the CRCC Investment Group, a subsidiary company of CRCC whose business mainly covers the capital operation of CRCC, with a view to help the company fully utilize its resource and gain long-term development.The paper integrates modern strategic management theories with business practice to provide a set of feasible strategies for the company. After the paper examines the internal and external environment by applying the theories and methods of strategic management, including PEST Analysis, Michael Porter’s Five Forces Model, and SWOT analysis, it concludes that the company’s competitive edge lies in CRCC brand advantage and relatively rich industrial and social resource, while it weaknesses include the lack of professional talents and management system. Based on the above, the paper proposes development strategies, including the strategic target of "building outstanding management system and talent team, improving business performance and implementing rational dial layout of infrastructure, real estate development, mineral resources and equity investments", and a package of supporting measures of "perfecting human resource management","optimizing corporate organizational structure","strengthening investment management","innovating financing mode" and "fostering distinctive enterprise culture".The research suggests that with the comprehensive support of CRCC in industrial and social resource, the company should take the opportunity of economic restructuring, establish talent team and investment management system, realize rational layout of business to form its own advantages and become the outstanding investment platform of major state-owned enterprises.
