At present, a large number of surplus labors transfer to cities and towns in rural area of China who become what we often said "migrant workers". How to help migrant workers become real citizen, is an important step in China’s urban and rural work, and the employment of migrant workers is the first step. Furthermore it can narrow the urban-rural gap and promote the process of urbanization. Therefore, the author uses the literature research, questionnaire, combined with the method of empirical analysis and normative analysis, taking Ji’an city in Jiangxi Province as the survey place and returned rural workers in this region as the research object, that trying to research and analyze something. First of all, there is a brief overview for the returned rural workers employment from the theory; secondly based on the results of the investigation, it analysis the employment present situation and new characteristics after migrant workers home, and try to explore the main employment problems of returned rural workers; then according to the existing problems, the main reasons were analyzed combined with the means of measuring.Through the research, this paper argues that with the development of economy, not only the primary industry but also the secondary and tertiary industries, are more and more high to the requirement of any labors. Therefore, promoting the employment competitiveness of returned rural workers, can help improve the employment status and get a better development. In fact, about the returned rural workers employment in Jian city, there are many problems including:a lack of employment or entrepreneurship ability, backward thinking, the employment services, training mechanism, business loans, etc. But as we said,"external cause is through the internal work", human capital is not only the key factors in a returned rural workers’employment problems at Ji’an City, but also directly or indirectly affects the actual effect of government policy or system based on the research.At last, about the countermeasures that promoting returned rural workers employment, the most important thing is to improve human capital stocks of returned rural workers and give full play to the subjective initiative, to enhance the comprehensive quality. At the same time, the government and society should be to create a good environment for employment and entrepreneurship for helping them to better jobs with some measures such as training programs, employment services, financial support, encouragement policies.
