Studing On Optimizing Beibu Gulf Economic Zone’s Finance Ecological Environment Under The Financial Efficiency Perspective

According to the concepts and knowledge of the financial ecology,Finance ecological environment is a description of the external environment, which have influence on the operation of finance,including macroeconomic environment, financial environment, social and cultural environment and institutional environment, etc. They are the external basic conditions of the system, and actually examine the facts of economic and financial development of a region. A favorable finance ecological environment can reduce financial costs, improve operational efficiency of the finance. It’s promoting the healthy and stable development of the financial industry, gradually forming a virtuous circle This can provide strong support for the economic and financial area continuously receiving social development and progress.On January16th,2008, the State Council approved the " Guangxi Beibu Gulf Economic Zone’s Development Plan", upgrading the open development of Guangxi Beibu Gulf Economic Zone to the national strategy level. The development of Beibu Gulf economic is inseparable from the support of the financial industry. The finance ecological environment is not only a powerful indemnification for the sustainable development of the financial industry,but also the external basic conditions for improving financial efficiency. In fact, in recent years,The economic’s growth in Guangxi Beibu Gulf Zone continuously accelerated, which made the development of the financial industry show a scene of prosperity. However, As the development of Beibu Gulf Economic Zone started late, it’s development is still behind the eastern developed region, casing to that a favorable finance ecological environment is till not formed, environmental background’s support for the sustainable development of regional finance is not strong enough,financial efficiency is difficult to enhance.To change the current situation of financial inefficiency, we need to study and explore the optimization of the finance ecological environment.This Paper is committed to study how to optimize the finance ecological environment in Guangxi Beibu Gulf Economic Zone, and discusses it’s current development situation based on financial efficiency perspective, taking improving financial efficiency as the goal to explore the path to optimize finance ecological environment in Guangxi Beibu Gulf Economic Zone. Firstly, the paper summarizes the general theories of regional finance, financial sustainable development and financial ecological environment. Secondly,under the guidance of these theories, the paper analyses Guangxi Beibu Gulf Economic Zone’s financial ecological environment,including economic environment financial environment, social and cultural environment and institutional environment, then focuses on analyzing the financial efficiency’s issues,including funds conversion efficiency, funds tradable efficiency and funds allocational efficiency.Through empirical study to analyze the finance ecological environment factors that have impact on Beibu Gulf Economic Zone’s financial efficiency, analyze their influence degree and direction. According to the theoretical analysis and empirical verification, the paper gets the conclusion:the larger social environment and financial environment have the greater impact on financial efficiency of Beibu Gulf Economic Zone, while the impact of economic environment and the social and cultural environment follow behind. Based on the specific factors,the paper puts forward specific suggestions to optimize finance ecological environment.
