At present,the status quo of academic corruption and academic misconduct in China is increasingly prominent,problems like the poor self-discipline of scientific researchers,the frequent occurrence of academic misconduct,the excessive external intervention of academic activities,and the imperfect academic evaluation system and guiding mechanism are happening frequently.These phenomena have seriously affected the innovation and harmony of our academic environment,which will inevitably put the optimization and reform of the academic environment system in our country on the agenda.In recent years,as leaders,the National Science and Technology Education Reform Group,China Association for Science and Technology and the Ministry of Science and Technology have jointly arranged and carried out the investigation and research on relevant academic situations,and have analyzed the insufficient academic innovation and the “ecological” issue of academic environment.Under such circumstances,the relevant departments have issued the “Guidelines for Optimizing the Academic Environment”(No.94 Document of General Office of the State Council of the PRC in 2015)”(hereinafter referred to as “Guidelines”)and defined the overall thinking,basic principles,key tasks and implementation measures of optimizing the academic environment.In this article,“Guidelines” is the starting point.Firstly,the overall thinking,basic policy positioning,principles,key tasks and the measures of the “Guidelines” are elaborated.Secondly,relevant concepts of the academic environment are defined,document policies based on the theory of public policies and progressive decision-making theory are studied,use the public policy model and Document policy research based on the current academic environment,The paper makes an in-depth analysis of the policy documents from three aspects: the analysis of the policy influencing factors,the policy solutions and the effectiveness of the policy.The current situation of academic environment is combed from four aspects: institutional management factors,social atmosphere factors,scientific research institutions factors and personnel environment factors.On this basis,Combined with the multiple perspectives of scientific research management environment,macro policy environment,democratic environment,integrity environment and talent growth environment in theopinion,The measures and methods of how to optimize the academic environment are analyzed and compared vertically and horizontally.At the end of the article,the implementation of the policy and its social effects are analyzed and evaluated,the author believes that the publication of the “Guidelines” is conducive to the rational formulation of China's policy and legal system concerning the academic environment,in the other side,under the policy of the “Guidelines”,China's academic environment has shown a good trend of diversification,three-dimensional,innovative good situation,at the same time,it fully guarantees the academic freedom,academic equality and academic innovation of scientific researchers,finally,we can better implement the healthy and innovative ecological situation of China's academic environment...
