Research On Chinese Government Electricity Regulatory Functions

With the development and progress of the electricity technology, the electricity market gradually building and in-depth reform of government institutions, our electricity regulatory is facing a new situation. Electric power industry has three characteristics of natural monopoly, negative externalities and public goods. but also the basis for government regulation of electricity. With the reform of the electricity power system, regulatory functions reform process of has undergone four stages. From the three dimensions of electric power industry, combining with the characteristics of the power production process, we can summarize the different aspects of the main contents of the government regulatory functions of power. Comparing with the reality, we could find that absence of the government regulatory functions, as well offside dislocation problems. The absence is reflected in the aspects that the monopoly problem is not solved, safety and environmental regulatory function is not complete, the regulatory functions of the universal service is not comprehensive. The dislocation is reflected in the aspects that the same government institution’s regulatory function focus is not right and dislocation of different agencies’regulatory functions exists. The offside is reflected in that the government offside the power market in the regulatory process. And these problems have some underlying causes, including the main not clear functional areas of government regulation, the regulatory functions of the unreasonable distribution of power and inadequate performance of regulatory functions of regulatory power. From the practice of British and American Electric Power regulatory functions, we can find that foreign electricity regulatory functions setting is not perfect, but it is worth learning from their reasonable part, such as the scope of the functions of government is more clear and they focus on the accountability of regulators and social supervision. Therefore, the reform of the regulatory functions should also start from our presence, combined with the strengths of the other country setting power regulatory functions to further reform China’s electricity regulatory functions. We need to scientifically definite the scope of our government’s electricity power regulatory functions, optimize China Electricity Regulatory function setting, strengthen the supervision of the regulatory agencies, so as to promote continuous advance of China’s electricity market reform.
