In2011new electricity shortage, many problems were exposed with Chinese electric power industry. In this phenomena of the electricity shortage problem, pointed out that issues existing in Chinese electricity regulatory such as fragmentation, weakness, unreasonable etc. I think an effective way to solve this kind of problem is has an independent electric power supervision system.So this article is under the independence focus on the specificity of new power shortage,from out-side and in-side to discuss how to improve the supervision system. Judging from the external factors, clear legal status of Chinese electricity regulatory is necessary. Secondly, in perfecting power market reform, electricity and power is connected between the monitor integral, both of its own, good electricity power monitor has a sound regulatory environment, monitoring municipal prison. From internal factors, China’s regulators in settings requires relatively independent, this paper focus mode of analysis to explore suitable for China’s pattern of organization.
