With the smooth progress of reform and opening-up strategy, construction market in China improved gradually and developed into one of the key industries of the national economy. While during the implementing of the projects, there exist many issues such as the multi-surviving asymmetric information, poor communication, system vulnerabilities and uneven distribution for interests among the multi-parties. To reduce their damage for various stake holders for the project, it is necessary to make a scientific management for every communication link, optimize communication and decision-making process. This article intends to apply the game theory to the project communication management, express factors and interests assign of the project communication process during different stages in the form of a mathematical model, and analyze the relationship between the influence factors and stakeholders gain in each stage, whose purpose is to identify the factors impacting the project stakeholders income, and make basis for decision-makers.This article uses the game theory to analyze the communication during relevant stakeholders such as the project owners, construction units, supervision side, and relevant government agencies, establishes the communication game model between the parties and presents optimal communication strategy during the various stages of the project life cycle, and achieves the optimal multi-interests. On the basis of combing research status and related theories, the third part analyzes the process and contents of the different stages of the project, and analyzes the communication strategy and communication game process between relevant stakeholders at different stages. The fourth part builds a game model to determine the game parties’revenue function, analyze the main factors that affect the interests, and research the problem of optimal communication strategy. On basis of this, we construct a further reasonable model of communication management, in order to achieve optimal communication strategy between the various stages of the game.This paper found:the factors of best interests maximizing at the different stages are different, communication strategies of various stakeholders are different, and so do the types of applicable game model at different stages. At the project decision-making stage, the goal of each player (stakeholders) is to reach an agreement. When the probability that government chooses to review large construction projects is large, the overall effectiveness of the project and the probability of the owners’willing to pay for the social costs is a positive correlation. For large-scale construction projects or a project that greatly impacts on the surrounding environment, the government’s preferential policies are the main factors to guide the project owners to give more consideration to social benefits; at the bidding stage, the analysis of the type of risk by the owners and bidders quote shows that, for large construction projects or public projects, to improve the technical quality and lower management costs are the main factors whether winning; in construction and acceptance phase, each player (stakeholders) make communication at the basis of reached agreement, the owners’gains are negatively correlated with the probability of supervision or contractors rent-seeking, positive correlated with probability and effectiveness of the owners monitoring. In the process of communication with the owners, whether supervisor and the construction side conspire has a great relationship with the owners’ authorizing to the supervisor and their own monitoring capabilities. In addition, it relates with the agreement reached at the bidding process during the preparatory phase. Finally, based on the analysis of the above model, this paper establishes the communication model for all stages, and summarizes how to achieve the optimization interests for the parties involved in the communication game.
