| Housing problem is an important livelihood issue. Reform and opening up, especially since the1998cease housing distribution in kind, after the implementation of the monetization of housing distribution, market allocation of housing resources to the basic position has been established, the housing conditions of urban residents has been significantly improved. But in recent years, soaring housing prices in some cities, housing for needy families to improve the difficulty increases, have become increasingly prominent. In this regard, the State Council attached great importance to accelerate the construction of affordable housing projects, improve the real estate market regulation as an important work of current and future. To fundamentally ensure that China’s real estate market and the housing market, the development of positive interaction, to achieve and housing, even though China has adopted a series of policies exploration and innovation, but with constantly accelerating process of urbanization, housing security situation compared to the huge demand, remains to be further improved, there are a lot of work to do.In this paper, theoretical philosophy is based on the fair. To learn about housing security development experience, make further theoretical and practical exploration for the domestic distribution of affordable housing. In order to distinguish equality and differential, redefine the concept of superiority through mathematical modeling; fully take all evaluation index into account; reflecting the applicant’s degree of difficulty and the level of demand for public rental so that distribution results could be more scientific.
