By a profoundanalysis and surveys, the author has found that many questions and deficiencies exist andalso analyzes the reasons for the mentioned problems.This paper puts forward some relevant countermeasures based on analyzing theseproblems. The emphases are on confirming technicians’ actual goal and carrying outperformance appraisal. An enterprise should improve the management system, keepexisting good practice in innovation incentives and perfect its motivation system.Enterprises should implement full-motivation models that highlight salary motivation toencourage technical staff to contribute more.
