The Study Of Local Government Tourism Public Emergency Management

Tourism industry, with high relevance and intense comprehension directly serves tourists, affected by internal factors, as well as natural, economic, social, cultural and other external environment. With the rapid development of Chinese economy and society, tourism gets into hundreds of millions of families, and gradually becomes a way of our lives. However, the frequency of tourism public emergencies, damages tourists’life and property, hits the prosperity and development of the tourism industry, and affected the image of a region as well.To define the relevant concepts of public emergency is the basis of the study. Based on the systematic study of tourism emergency management at home and abroad, the paper started from the definition of tourism public emergency, then, analyzed five main reasons, and finally summed up five distinctive features. That is, the specific nature of the subject, the complex diversity of the causes of events, expectation of some events, emergency of disposal events, and the generalization of the events.Analysis of local government experience and problems of tourism public emergency management is the entry point. From the perspective of the social management of the government, this paper gave a more comprehensive analysis of the Chinese government’s efforts and experience in the tourism public emergency management since SARS. The paper also gave in-depth analysis of the existing problems in the tourism public emergency management problem. The main problem reflected in five areas:the problems of lacking normal management awareness, inadequate emergency preparedness and unpublicized problem information; the problems of incomplete emergency management system, unrealistic contingency plans; the problems of unsound emergency management system, low coordinating body and ability; the problems of imperfect emergency management mechanism, uncoordinated operation, and not enough cooperation; and the problems of inadequate responsibility and inappropriate emergency handling.Defining the ideas and measures of local government tourism public emergency management is the core of the study. According to the relevant laws and regulations of Chinese tourism emergency response and tourism management, the paper further defined the tourism public emergency management principles and local government functions by using the theory of crisis management, public management and organizational behavior, it also improved the way to the local government tourism public emergency management. According to the characteristics of tourism public emergency, the paper proposed public emergency management should adhere to the prevention, combining prevention and response, adhere to the disposal principles of "people-oriented, possessions ambulance, information flow, fast and efficient". Furthermore, the paper elucidated the administrative leadership, important subject functions of local government tourism public emergency management agency. From the perspective of tourism public emergency management, the paper proposed the focus of the local government be to establish a sound legal system, efficient management system, effective management mechanism, to strengthen publicity education and to enhance emergency management capabilities.
