China is in the critical period of industrial upgrading and economic restructuring, so finding strong support for economic growth becomes a very urgent issue. The economic growth of China has been mainly dependent on the advantage of low labor cost because of large populations for many years. But owing to the rise of the cost of labor, China is facing challenges. Exploring the factors that influence human capital efficiency and focusing on improving it is not only conducive to improving business performance and personal value,but also is important for industrial upgrading and economic growth. There is relatively little research of theoretical and empirical analysis on human capital efficiency. So it is hard to provide effective guidance for enterprises.This paper aims to explore the meaning and influencing factors of human capital utilization efficiency of employee, experiment with employees of manufacturing enterprises in China,and examines empirically using OLS and Probit model.I empirically analyze the relationship between incentives, organizational support, occupational mobility and human capital efficiency. It has important theoretical and practical significance for enterprises to improve the human capital efficiency of staff and promoting the development of China’s manufacturing industry. The main contents are as follows.Human capital theory, human capital property theory and human capital efficiency theory are reviewed to make this research has a clear thought. On the basis, the meaning of human capital efficiency is defined.By reviewing literature, I have explored the micro factors that influence human capital efficiency and build the theoretical model which describe the impacts of incentives, organizational support and occupational mobility on human capital efficiency.Based on the survey data, empirical research is done to analyze the relationship between incentives, organizational support, occupational mobility and human capital efficiency of manufacturing staff. Exploring and identifying the micro factors which have significant impact on human capital efficiency, I have found the mechanism and impact paths about how incentives, organizational support and occupational mobility influence human capital efficiency.On the basis of empirical research, we find that short-term incentives, communication mechanisms, rules and regulations, employee relationship, education years, and work experience have significant impact on employee human capital utilization efficiency; on the contrary long-term incentives and occupational mobility have no significant impact on that. The human capital efficiency of female employees is higher than that of male; Firm size and type of business have significantly affected on the human capital utilization efficiency of employees. Finally valuable suggestions are given to improve the human capital efficiency of manufacturing employees: improving the incentive mechanism and steadily strengthening short-term incentives and long-term incentive; enhancing communication management, improving the rules and regulations and employee relations; continuing promoting education, strengthening staff training and improving the level of human capital; implementing modern enterprise system,introducing scientific management and maintaining an appropriate scale enterprises.
