Energy is the basic material security of a country’s economic andtechnological development. Its development and usage directly affects thelevel of sustainable development of the national economy, closely relatedto the improving quality of life of the people. The increasing supply ofenergy should be difficult to change the status of China’s energy shortagesin short-term, and will be more difficult to meet the continuous economicdevelopment. The efficiency of energy will become a major confinementof the nation. The manufacturing is the technical support of the normaldevelopment of the nation’s economy, and the level of development of themanufacturing sector has become the wind direction vane of the level ofdevelopment of social productive forces. From1998to2009, behind thehigh growth the energy consumption manufacturing accounted for56.7%of the total national energy consumption. Energy efficiency of themanufacturing have a critical role on constructing resource-economicalsociety.Industrial agglomeration is an important feature of themanufacturing process of industrial development. It is the most effectiveform of organization of space, but has been neglected in the study ofenergy efficiency. Based on industrial agglomeration economy of scaleand technology spillover effect, through the analysis of characters ofindustrial agglomeration in different phases in the developing process, and on the base of calculating agglomeration degree of industry and thetotal factor energy efficiency of20sectors of China’s industry clusterfrom1999to2010, we make regression analysis of the relation betweenthe agglomeration degree of industry and the total factor energyefficiency.Studies show that there is a relation of“N”shape curve between theindustrial agglomeration and the total factor energy efficiency; at thismoment most of China’s manufacturing are at the stage of intermediatecluster, promoting industrial agglomeration to the advanced stage isconducive to enhance the total factor energy efficiency; Industrial scaleand technological advances can increase the total factor energy efficiency,foreign investment show a negative effect on the total factor energyefficiency. Therefore, China should insist on promoting the improvementof the agglomeration of manufacturing at the present stage, accelerate thedevelopment of industrial scale, make great efforts to promote thetechnological progress, and build the developing and consumptive patternof manufacturing to the energy and resource saving patterns.
