Problems And Countermeasures Of Rural Society Endowment Insurance In Hebei Province

It is very necessary to establish and perfect the rural social endowment insurance system for addressing the issue of "agriculture, rural areas and farmers" and building a well-off society in an all-round way. The new type of rural social endowment insurance is the rural social endowment insurance system to carry out in our country after2009, which is an important part of national social insurance system.In this paper, the situation of the new type of rural social endowment insurance in Hebei province is analyzed. At the end of2009, new agricultural social endowment insurance was carried out in18counties (city) in Hebei province. After more than three years, the new type of rural social endowment insurance has realized complete coverage. But there are some problems:The county level financial sustainability is poor, and there is lack of fiscal funds supporting; New farming maintain grass-roots management platform is fragile, and there is lack of management ability; Security level is low; Propaganda is not in place; There is lack of effective incentive mechanism.Then, this paper analyzes the development of rural society endowment insurance in Germany, the United States and Japan. Their successful experience tells us that farmers’endowment insurance development should be combined with agricultural policy and urbanization; the legislation should be perfected to achieve the sustainability of rural old-age insurance policy; In the process of the establishment of rural social endowment insurance, the government generally play a leading role; the national professional management of rural endowment insurance institution and relatively independent fund management institutions should be established, etc.Finally, in view of the present existing problems and foreign successful experience, this article put forward the policy suggestions on further promote the new rural social endowment insurance:To establish scientific new type of rural social endowment insurance financing mechanisms; To strengthen the construction of a new type of rural social endowment insurance management system; To strengthen the government role in the development of rural society endowment insurance; To intensify propaganda, and improve farmers ginseng protect consciousness; To further improve the supporting measures of new agricultural insurance, give play to the role of rural endowment insurance; To establish and perfect the third party supervision mechanism, etc.
