The Research On Financial Monitoring Of Hunan Haili Changde Company

Hunan Haili chemical co., LTD is mainly jointly set up by Hunan chemical research institute, using directional collection way in1993. It listed in Shanghai in1996, which is an important pesticide chemical production enterprise in our country. It’s one of key enterprises which are regarded as "catch big" enterprises by Hunan province government. Hunan Haili Changde company is a wholly owned subsidiary by Hunan Haili chemical co., LTD. It was established in1998. After years of developing, the company has now become the largest and the best subsidiary of Parent company. The sales income of2011annual is600million RMB, It plays a crucial role for the development of Hunan Haili listed companies. although the development of company is rapidly, but it also has confronted with the fierce market competition and the growing security environmental protection pressure. It has many problems in the internal management, such as the wasting of resources, asset management, inappropriate benefit slow growth, lacking of core competitiveness, and many other problems.And from external policy environment, the regulatory requirement is more and more strict, national ministry of finance and five ministries jointly issued "the enterprise internal control basic norms " in2008. It requires the listed company carried out the norms from July1st,2009. Securities bureau of Hunan province requires all listed company issued in Hunan province release their internal control evaluation report since2013. The existing financial monitoring has been unable to adapt to the rapid development and the need of supervision of government related functional departments. In this case,it is very realistic to analysis our company’s financial monitoring and put forward the implementation plan, to strengthen and standardize the enterprise internal control, to improve the enterprise management level and risk prevention capacity, to maintain and develop its competition advantage and position in domestic and international market,to promote the enterprise sustainable development.This paper attempts to follow the logic framework that finding the problem, analyzing the question, solving the question,it first study and sum up the company’s financial monitoring theory,then use the company financial monitoring theory to analyze our company financial monitoring, point out the main problems of the monetary capital management, capital operation business, comprehensive budget and performance evaluation existed in the company.And in the light of these specific problems, put forward the corresponding implementation plan, the four aspects of the internal control scheme constitutes the main base of my company internal control system.
